In recent years, research has provided some convincing evidence of ESP and other psychic phenomena. Interestingly, there even appears to be an astrological component to it. In order to test this, the Libra Lottery Project was commenced. You are invited to take part for free. I buy about £100 of tickets each week and winnings are divided amongst participants, as a reward for taking part. Such generosity is only possible with a grant from the Society for Psychical Research (SPR). You don't have to consider yourself at all psychic to take part. All you have to do is:
1. Anytime, but preferably when the MC is between 4° Libra and 13° Scorpio (see Table 1), close your eyes for 30 seconds or more and see what numbers between 1 and 49 come to you (or use any spontaneous method you prefer). A total of six numbers is good but 12 is better.

Why Libra?
The above graph is from an article by James Spottiswoode1. He is a scientist with no interest in astrology. The massive peak shows that psychic abilities are most pronounced within 75 minutes of 24° tropical Libra on the MC (culminating). I therefore call this time 'Libra-time'.
So why might this specific midheaven be particularly propitious for psychical experiments?
Some western astrologers think that it might simply be the influence of the fixed star Spica, which is around 24° Libra. Spica is also important in sidereal astrology. The sidereal zodiac, not being tied to the vernal equinox as the tropical is, has numerous different defined starting points. Previously, different definitions resulted in different dates for the same public holidays in different parts of India. Therefore, the Indian government needed to choose one definition acceptable to the greatest number of people and their definition is based only on Spica, which is set as marking the start of sidereal Libra. Recent psychical research has shown the power of many minds acting in unison. Therefore, it is not inconceivable that one billion peoples' lives, being ruled by one particular star, might somehow empower the time when it is directly overhead.
A more scientifically accepted explanation is based on solar disturbance. This is the disturbance of the earth's magnetic field by emissions from the sun. The Gauquelins thought this important. Anyway, research suggests that better psychical research results are obtained during times of low solar disturbance. Now, Libra MC corresponds with the time when the plane of our galaxy is close to flat around the horizon which means there are very few stars above us. If solar disturbance is disruptive, perhaps the stars disturb ESP too.
Another take on this may appeal more to astrologers; when 24° Libra culminates the ascendant, at the average latitudes where the researches took place, is within a degree of the galactic centre. It is the time of Galactic Centre Rising2.
Whatever the reason for the Libra result I buy extra lottery tickets for people who use these Libra-times.
Winning Streaks.
Another aspect of the results so far, with possible astrological ramifications, is that contributors seem to have occasional dramatic winning streaks. One got four winning numbers three times in just 13 attempts, the odds of such a good run, are 3 million to one.
Similarly, the group, which averages about 80 people twice a week, tends to go through phases when we do extremely well for a few weeks. The hope is that one of these phases will be so good that we actually win the jackpot.
The Computer Program:
The experiments, that Spottiswoode found the Libra time effect in, included some which involved precognition. Another researcher Zilberman3 showed that there are psychic influences on lottery winning. However, all these effects are too small in percentage terms to individually win money. As a researcher and computer programmer with 30 years experience, I have devised a complex program to add these small psychic effects into a larger, possibly lottery winning, combination.
The computer program decides which tickets need to be bought and prior to the lottery draw, participants are notified of the tickets purchased. The SPR and myself pay for all tickets but we receive only 10% of all winnings. The remaining 90% is divided among participants in a way that rewards success. A 'results' e-mail is sent later.

The table gives Spottiswoode's LST (Libra-time) for each 5-day period of the year. Find the 5-day period which includes the required date and the time shown is from the Libra-time window, in your local clock time. In Britain and most other places you can use a one-hour time window centred on the shown time, as long as the *DST zone tallies. Otherwise, check the notes below.
NOTES:
The given central times can be used with total confidence throughout Europe, USA & Canada except in Spain and Brittany or above 60° North latitude. In 98% of cases, here, a one-hour time window centred (i.e. +/- 30 minutes) on the given time will still be within Spottiswoode's time window. However, if you want to use a one-hour window, first check your country/state/province is NOT included in the "Exceptions and adjustments" given below.*DST or Summer Time considerations:
DST is Daylight Saving or Summer Time. To use the table with confidence your current clock time must tally correctly with the DST zone shown in the table. In most places this only means that care must be taken when the clocks change i.e. around the start of April and the end of October. However, if you are in a region that does not observe DST like Arizona, Hawaii, Iceland, Indiana & Saskatchewan, you need to look at the exceptions below.
Whatever the reason, if it is standard time on the required date but it is in the DST months shown on the table then you should use a time one hour earlier than given. Conversely, if it is DST on the required date but it is in the standard time months, then you should use a time one hour later than given.

The table applies to all 25 EU countries, USA & Canada. Elsewhere, you can risk using these times but it is crucial to consider the DST considerations above. Then, 90% of readers will have an accurate central time.
